Tiphanie Au is the Head of Impact at ICMEC Australia, where she spearheads impact-driven initiatives, including overseeing the Child Protection Fund. This is grounded by her extensive experience collaborating across the public, NFP, and for-profit sectors to achieve measurable and scalable impact.
Tiphanie specialises in the intersection of delivering outcomes-focused and innovative programs aimed at tackling complex social issues, while ensuring commercial rigour in investments and business decision-making. She applies her interdisciplinary expertise at ICMEC Australia to strategically optimise and sustain the organisation’s delivery of impact in reducing and preventing CSE.
Before joining ICMEC Australia, Tiphanie had over a decade of experience in the public sector. Notably, she spent seven years at the NSW Government’s Office of Social Impact Investment (OSII), where she was a founding member. At OSII, Tiphanie played a pivotal role in establishing NSW's ~$250 million social impact investment portfolio across various policy domains. She helped launch Australia's first outcomes 'rate card' and led its evolution, established a $30 million Social Impact Outcomes Fund, and successfully transitioned a government grant-funded program into a payment-by-result funding model with a diverse portfolio of service providers.
Tiphanie holds a Bachelor of Law with First Class Honours, a Bachelor of Finance, and a Master of Economics. She was also a former Visiting Fellow of Practice from the University of Oxford’s Government Outcomes Lab.
Warren Bulmer is the Head of Data Products at ICMEC Australia, where he works to innovate and collaborate with industry to make the world a safer place for children.
Warren was a member of the Toronto Police Service for 30 years and in 2020 he retired from being a Detective Constable. Warren’s policing career has predominantly been spent within the field of criminal investigation. Since 2008, he has been an international instructor in computer- and Internet-facilitated crime, having lectured over 7,000 judges, prosecutors, and police from 39 different countries to date. Warren has taught at the United Nations in Bangkok, Thailand; the Canadian Police College; and the Ontario Police College and was a part-time faculty member at Humber College, where he instructed students in conducting online investigations and open-source intelligence techniques (OSINT).
Warren has testified in court on many occasions as an expert witness in various capacities relating to digital evidence and computer forensic analysis as well as in the operation of social networks. He has also received awards for investigative excellence and holds a Police Exemplary Service Medal for his continuous public service.
From February 2020 to February 2023, he worked for the Australian Federal Police in Brisbane, Queensland, as a Product Manager where he helped build technical capabilities for the Australian Centre to Counter Child Exploitation.
Warren also guest lectures in the University of Queensland’s Cyber Criminology undergraduate and graduate programs.
Rosie Campo serves as the Head of Collaboration (Corporate Partnerships) at ICMEC Australia. In this crucial role, Rosie is instrumental in the development and implementation of programs focused on the financial detection, reporting, and prevention of child sexual exploitation (CSE).
Drawing from her extensive experience in stakeholder management across both public and private sectors, Rosie leverages her expertise to collaborate with stakeholders, advocating for children's rights within Australian organisations.
Working closely with financial institutions and corporate entities, Rosie leads initiatives to improve the financial detection and reporting of CSE. Her unwavering dedication underscores her belief that protecting children is a collective responsibility, requiring collaboration and dedication across a range of sectors and institutions.
Through her advocacy and collaborative efforts, Rosie continues to be a driving force in the fight against child exploitation, striving to create a safer world for all children.
Dannielle Kelly (Danni) is the Head of Capacity and Prevention at ICMEC Australia where she utilises her extensive advocacy and stakeholder management skills to create a world free from child exploitation.
Most recently from the Australian Centre to Counter Child Exploitation (ACCCE), Danni has more than 17 years background in law enforcement. In her roles with the Australian Federal Police, Danni led aspects of the organisational reform into workplace culture; as well as major projects overseeing the AFP's Future Direction and long term operational requirements.
With a focus on fostering partnerships across industry sectors, law enforcement, and academia, Danni identifies opportunities to uplift child protection efforts across various Australian sectors.
Danni also has extensive experience in media, government relations, and stakeholder management; and leads ICMEC Australia Capacity and Prevention Team in building collaborative programs with law enforcement and the NGO sectors. With a focus on research-informed programs, the Capacity and Prevention Team builds national and international partnerships directly contributing to the global deterrence of child exploitation.
