Dr Janis Dalins

Head of Emerging Technology

Dr Janis Dalins graduated from Monash University in 1999 with a Bachelor of Computing before joining the Australian Federal Police (AFP) in October 2002. His policing experiences across general duties, counter terrorism, serious organised crime, digital forensics and technical operations inspired him to research data-led tools for law enforcement, particularly for countering crimes against children.

Dr Dalins was awarded his PhD in 2019, with his thesis on sustaining digital forensics through intelligent automation proving a catalyst for transformational change in academic/law enforcement collaboration. Together with his PhD supervisor, Associate Professor Campbell Wilson, he co-founded the Artificial Intelligence for Law Enforcement and Community Safety (AiLECS) Lab, a joint AFP/Monash University research centre.

AiLECS focuses on the responsible and accountable use of artificial intelligence and data science in law enforcement worldwide. Dr Dalins was heavily involved in setting Artificial Intelligence Principles, now adopted by all policing jurisdictions across Australia and New Zealand. AiLECS remains a leader domestically and internationally, encouraging tech proponents to ask not whether something can be done, but whether it should be done.

Janis remains an affiliate with AiLECS and contributes to numerous child protection initiatives, including the INTERPOL Specialist's Group on Crimes Against Children technical working group and the INHOPE Global Annotation Schema Expert Council.
